2020年12月30日欧洲时间下午，持续了7年的中欧投资协定终于完成。这个协定会对中国，欧洲以及全球带来哪些影响呢？

先看中欧贸易目前的情况。总体而言，中欧贸易其实是欧洲略占上风。

具体来说，实体贸易中国略优于欧洲，服务贸易欧洲明确领先，欧洲对中国的投资远远大于中国对欧洲的投资。

再来看看这个协定具体都涉及哪些内容。

欧盟正式发布的媒体通告《中欧投资协定的主要内容》(Key elements of the EU-China Comprehensive Agreement on Investment)里主要强调了以下部分：

As regards investment, the EU-China Comprehensive Agreement on Investment (CAI) will be the most ambitious agreement that China has ever concluded with a third country.

欧盟认为这个协定的达成是欧盟的重大成就，因为这是目前中国和第三方签署的最为深入的协定。

The CAI will ensure that EU investors achieve better access to a fast growing 1.4 billion consumer market, and that they compete on a better level playing field in China. This is important for the global competitiveness and the future growth of EU industry.

欧盟认为这个协定给了欧洲企业巨大的机会进入日益增长的14亿中国消费者市场，并且在这个市场里和其他对手相对公平的竞争。这对于欧洲的全球竞争力和未来增长都有巨大意义。

In addition, the EU has negotiated further and new market access openings and commitments such as the elimination of quantitative restrictions, equity caps or joint venture requirements in a number of sectors.

欧盟认为这个协定保证其在破除数量限制，股本上限和合资企业要求方面都取得了巨大突破。
